US copyright law does not have a specific provision for ebooks...if the ebooks in question are copyrighted by someone other than yourself, you need to comply with the provisions of US Code, Title 17 which you can find online at http://www.copyright.gov/title17/
You may also find it helpful to read a recent blog posting on LibraryLaw entitled "What libraries can do when they buy an ebook" (http://blog.librarylaw.com/librarylaw/) It does not sound like you are running a library, but most of the restrictions on what libraries can do with an ebook would apply to others.
